"Passive Room Defense" increased. What's that mean? its the free armor that rooms with no HP bar get. So the old passive room defense was 50% and it was just increased to 65%. For new and mid-ranked players the change has little to no effect. However, for high ranked players the change is meaningful. The mechanics behind exactly why are complex to explain so ill just give a summery of events and why the change was made.
When two (high level) equally well designed ships fight each other the poor passive room defense allowed the attacking ship to bypass the armor design and defensive repair AI of the defending ship and get a "cheap" win.
(Argument was that the attacking ship already has a major advantage as the attacking captain can manually control his ship and crew to exploit any weakness he sees in the enemy ships design)
This has actually been an issue since the game started. Back when the game was first released, (even before alliances were created) the first group of players agreed that using that method to win was unfair and would damage the spirit of the game. (If ship design and AI could be bypassed... whats the point of spending time doing them? The attacker could always win using that strategy as the defending ship cant use the strategy itself and has no direct method to countering it.)
These original players went on to be the leaders of the major alliances and influential members of our community. This kept targeting of passive rooms out of main stream use and almost unheard of in top 100 battles. Anyone seen doing it was reprimanded by their leaders and given a detailed explanation of the negative effect it could have on the game. Recently however, there was a disagreement between the major alliances.
One of the alliance argued that it was part of the game, so why not use it? This is actually true, its part of the game, we as the original members of a buggy game had artificially crafted controls on exploit use and unfair game play. People given extra shield rooms and extra bedrooms (long story), or other unfair advantages were told not to use them by the rest of the players. Everyone at the time understood the need for this.. it was a brand new game and it would die if we let abuse and unfair game play drive players away.
An argument raged, the developers were contacted.. and the problem has now been partially addressed. the extra 15% is the quick fix offered for now. Battles between top ships are razor thin, the change from 50% to 65% might be just enough to swing the favor back to the better designed ship.
